Commissioned by the Hiroshima Prefecture Band Association as a commemorative piece for the 10th Civic Band Festival on October 1, 2000. The composer himself conducted the premiere, which featured a joint band of 83 members from various organizations in the association.

The title carries not only the image of "joy" celebrating the present moment for the association but also the desire to convey the spirit of "moving forward and opening up towards the future." This sentiment is considered a guiding principle in the composer's life and extends beyond this particular piece. The rhythmic pattern at the beginning and the subsequent melody played by brass symbolize this in a very direct way, and by combining it with the concept of a "festival" the composer underscored this image.

The composition is of three parts, fast-slow-fast, each part conveying the "spirit of progress and joy" in different ways.
